Shutdown effects bear down on millions more people as deadline passes

As the government shutdown passes the one-month mark, a new round of impacts will soon hit millions of Americans.

Even though a judge ruled yesterday that the government must use contingency funds to continue SNAP benefits, there will likely be delays in getting food stamps to recipients this month.

And open enrollment has begun for health insurance plans under the Affordable Care Act, which cover more than 24 million Americans, revealing how much premiums could spike next year without an extension of tax subsidies.
